The opening ceremony of the forum was chaired by Wan Meng, the dean of the School of Law.

Educational reform must respect individual rights, in line with the public interests of the country and the society, must follow the basic laws of educational activities, and must follow the basic principles of the country in law. All major education reforms must be well -founded in law. It is necessary to fully discuss and scientific decisions. Education legislative amendments must meet the needs of reform and economic and social development, and adjust the value goals and rights and demands of mutual conflict in the field of education in accordance with the law.

Public colleges and universities should become the first good area for grass -roots units to govern according to law. As a public cause, higher education is the government's responsibility and the responsibility of all stakeholders, including the responsibility of the society. It is necessary to construct the school's internal (student, teacher, education staff) and external (family and society) to participate in school management, and form a modern governance system of higher education -based governance and good governance. While continuing to promote the construction of the university articles of association, increase education and law enforcement, and supervise and ensure the implementation of the constitution of the university. At present, the focus of the rule of law construction of colleges and universities is the democratization of school management decisions and the guarantee of teachers' rights.

The university should enjoy full academic freedom in accordance with the law. At the same time, they pay attention to academic tolerance, academic democracy, and academic responsibilities.
