Innovate talent management mechanism to comprehensively improve the level of teaching staff

To achieve the development goals of our school's world-class disciplines and first-class foreign languages ​​university, the construction of teachers and talent teams is the key. Over the past five years, the school has actively explored a talent recruitment mechanism that unites people with careers, attracts people with environment, and motivates people with systems. It has implemented a new talent recruitment management system, strengthened classified management, innovated personnel management mechanisms, and stimulated the vitality of the talent team. Significant results have been achieved in the construction of teaching staff.

1. Increase the training and support of high-level talents

The school has established a talent echelon training and support system at all levels for newly recruited young teachers, outstanding young teachers, outstanding young and middle-aged academic leaders, named chair professors (discipline leaders) and evergreen scholars to promote the common development of introduced talents and on-campus talents. There are currently 12 named chair professors, 10 outstanding academic leaders, 23 outstanding young teachers, and 4 Evergreen Scholars. 2. Innovate the teacher evaluation system and reform the professional title evaluation and employment methods

Improve the evaluation standards for teaching, scientific research and social services, increase the intensity of peer evaluation, revise and introduce the new "Beijing Foreign Studies University Professional and Technical Position Evaluation Implementation Measures (2016 Revised Edition)", and realize the evaluation of teacher titles and ranks based on teaching and scientific research , teaching series are classified for evaluation and management. The evaluation focuses on the quality of results, taking into account the quantity of results, reflects the performance of various teaching and scientific research results, implements limited replacement of results, and establishes a new mechanism to encourage the excellent development of teachers in categories. In 2017, one teaching series professor and five associate professors were selected for the first time.

3. Exploring a modern university employment system that combines pre-employment with permanent employment

In order to attract outstanding talents at home and abroad, we will realize dynamic and optimized management of newly hired teaching staff and stimulate the internal vitality and innovative vitality of the team. The school first implemented the pilot reform of teacher employment in the English College and issued the "Implementation Measures for the Pilot Reform of Teacher Employment in the English College of our school (Trial)". The school delegates the power to hire teachers to pilot units, and implements a pre-appointment period assessment mechanism for pilot units. An annual salary system of 200,000 yuan will be implemented during the pre-appointment period. At the end of the pre-appointment period, teachers will leave based on the assessment of "excellent candidates or leavers." At present, this annual salary system pilot has hired 8 teachers. After the pilot of this system is completed, it will be gradually promoted throughout the school.

4. Establish a diversified talent introduction mechanism that combines full-time and flexible introduction

The school recruits talents from all over the world, explores new ways to recruit high-level foreign teachers, implements nationalized treatment, and comprehensively improves the professional and international level of our school's teaching team, especially improving the level of teachers in non-common languages ​​and new languages. In the past five years, the school has introduced 27 high-level talents at home and abroad, 6 of whom were selected as Beijing’s “High-level Foreign Talents” and 3 won the “Chinese Government Friendship Award”. 2 newly hired foreign teachers with national treatment and 108 foreign experts from 51 countries and regions around the world, 4 new members of the "Key Support Plan for the Introduction of High-level Overseas Cultural and Educational Experts", 4 experts of the "Overseas Famous Teachers" project, and "High-end There are 27 experts in the “Cultural and Educational Experts” project, and more than 60 experts in the “Internationally Renowned Scholars Lecture Hall” project.

5. Cultivate and support new young teachers and create a good environment for talent development

In order to further attract outstanding graduates to work in our school, strengthen the training and support of newly recruited young teachers, create a good environment for their growth and success, and promote the rapid improvement of new teachers' teaching and scientific research capabilities, the school formulated and implemented the "Beijing Foreign Studies" in 2015 According to the University’s Management Measures for Supporting the Professional Development of New Young Teachers, the teaching workload of new young teachers will be halved in the first year after joining the school, and a start-up fund of 50,000 yuan for teaching and scientific research will be provided. 1. Actively participate in Sino-foreign cultural exchange mechanism activities and deepen the school’s level of international cooperation and exchanges

3. Establish a global alliance of presidents of foreign language universities to promote exchanges and dialogue between different civilizations

In May 2017, the Global Alliance of Foreign Studies Universities initiated by our school was officially established. 30 universities from 16 countries around the world became the first members of the alliance, and held a Global Alliance of Foreign Studies Universities around the theme of "Language, Civilization and Global Governance" Alliance Principal Forum. On the day of the meeting, representatives from the alliance's member universities jointly signed the "Global Alliance of Foreign Studies University Cooperation Agreement", marking the full launch of the work of the Global Alliance of Foreign Studies University. The alliance adheres to the concept of "unity, mutual trust, and win-win cooperation" and takes "foreign language teaching research, national and regional research, and cultural exchanges" as its connotation to build an educational cooperation platform. The purpose of the alliance is to realize the complementary advantages among alliance members, spread the languages ​​and cultures of all countries in the world, build bridges of friendship, strengthen national and regional research, and promote cultural exchanges and mutual learning of civilizations in different countries and regions. As the initiator of the Global Alliance of Foreign Languages ​​Universities, the school hopes to be a promoter of exchanges and dialogue between different civilizations, an explorer of new talent training models, and a leader in the world's foreign language education and regional research directions.

4. Clarify the strategic positioning of the Confucius Institute and strengthen the construction of non-common language platforms

In response to the urgent needs of education opening to the outside world for "humanistic exchanges", "national and regional studies" and "five types of talents", the school has strengthened the top-level design of the construction of the Confucius Institute, focusing on international talent training, international teacher training, and international cooperation. Expand the platform. The school actively strengthens regional strategic research on non-common language countries, cultivates and trains international Chinese education and cultural promotion talents who are proficient in non-common languages, develops characteristic cultural exchange projects, and continuously enriches the connotation of the construction of Confucius Institutes. At present, a talent training and reserve base for the international promotion of Chinese in non-common language countries and a base for the research and development and publication of national Chinese teaching resources have been basically established. 5. Expand the educational functions of Confucius Institutes and cultivate high-end overseas talents

General Secretary Xi Jinping proposed that the mission of the Confucius Institute is to “introduce culture,” “connect minds,” and “build bridges.” Since the 18th National Congress of the Communist Party of China, the school has focused on promoting the goal of promoting cultural exchange mechanisms between countries and the “One Belt, One Road” initiative in line with its own international development. Combining and relying on the network advantages of our school’s 22 overseas Confucius Institutes located in 17 countries on 3 continents, we will explore and innovate the training mechanism for overseas high-end talents. As one of the first 14 universities in the country to implement the "Confucius New Sinology Plan", our school has recruited 31 "New Sinology" doctoral students since the 18th National Congress of the Communist Party of China, coming from 20 countries in four continents: Europe, Asia, Africa and South America. So far, 8 jointly trained doctoral students and 3 doctoral students who came to China to study for degrees have successfully graduated, including many national dignitaries, NGO officials, and foreign university presidents. In addition, the "Understanding China" high-end training program jointly planned by the Confucius Institute Office and the International Institute of Chinese Culture adopts innovative teaching concepts and methods, is taught in English, and combines institutional inspections, expert interviews and social practice to provide students from the United States, 120 teachers and students from universities in Spain and Poland have created a platform for extensive academic exchanges, multi-faceted cultural experiences, and dialogue and discussions with senior industry figures.

6. Construct a two-way cooperation network of Confucius Institutes and create an “overseas college” at BFSU

While strengthening the training of overseas high-end talents, our school strives to continuously deepen the international connotation of talent training through the Confucius Institute. With the purpose of "introducing China to the world" and the goal of building an "overseas college" at Beijing Foreign Studies University, we are committed to building a high-level international cooperation platform, establishing a stable, mutual trust and win-win cooperation network with overseas universities, and building a multi-national , an overseas teaching, scientific research and practice base for teachers and students with strong disciplines and lively formats. Through the Confucius Institute’s Chinese teacher volunteer project or “three tours” performances, students in our school use their multilingual abilities to show the charm of Chinese and the style of China; teachers and scholars communicate with overseas partners by working at the Confucius Institute or on short-term “lecture tours” Academic circles and all walks of life conduct exchanges and interactions to explore effective ways for Chinese culture to go global. Since the 18th National Congress of the Communist Party of China, 391 current students and graduates have gone to teach in Confucius Institutes in 25 countries overseas as volunteer Chinese teachers, telling Chinese stories on the three-foot podium; more than 150 members of our school’s student art troupe have gone overseas.
