The school attaches great importance to the preparation of the "Plan" and establishes the leadership group of the "Plan" of the party committee secretary and principal as the team leader. The plan to formulate the drafting working group as the leader of the team, the leader of the relevant discipline, and the functional departments, organize hard work, implement work responsibilities, and complete the preparation of the "Plan". During the preparation of the "Plan", the school fully rely on expert strength to widely listen to the opinions of all units in the school. After many demonstrations and continuous modification and improvement, it has gathered consensus extensively. The "Plan" was approved by the Standing Committee of the Party Committee in 2017. In August 2017, the school revised the "Plan" based on the feedback of the Ministry of Education.
