On November 21, the 2015 Annual Meeting of the Fifth Education and Law Forum and the Beijing Law Society Education Law Research Association was held in our school. Peng Long, the principal of our school, Sun Xiaobing, director of the Department of Political and Law of the Ministry of Education, Ma Huaide, vice president of China University of Political Science and Law, and Du Shiping, vice president of the Beijing Law Society, attended the opening ceremony and delivered a speech.

Peng Long delivered a speech on the measures of a first -class university in Beijing Foreign Studies University. Ma Huaide put forward three suggestions on the implementation of the university articles of association: cleaning up the internal rules and regulations of the university; improving the constitutional consciousness and management concept of college teachers and students, and special managers; carefully studying and solving the issue of college enrollment examinations in the framework of the articles of association. Sun Xiaobing pointed out that in the new situation of governing the country according to law, new progress has been made in education and the rule of law, and three efforts have been made on the education of the rule of law: the central and local efforts, the government and the society work together, collectively discuss and personal discussions. Participants and scholars conducted in -depth exchanges and discussions on the legal issues of university external governance and internal governance, the implementation of the university charter, and the legal issues in the admissions examination.

The Education Rule of Law Forum is a series of forums sponsored by our school's Sino -Foreign Education Law Research Center. The forum aims to provide a dialogue platform for educators and legal scholars, theoretical workers and practitioners to discuss the theory and practice of the Education and Law Forum. The theme of this forum is "higher education legal governance". The theme of the discussion includes legal governance and enrollment examination legal issues. The forum finally formed a "Consensus on the Consensus of First -class University and Higher Education to rule the rule of law", which further enhanced the influence of our university.

Build a first -class university and higher education at the northwest consensus of the rule of law

The Fifth Education and Law Forum and the Beijing Legal Society Education Law Research Branch hosted by Beijing Foreign Studies University in the 2015 annual meeting of the Beijing Law Society Education and Law Research Branch reached the following consensus on the construction of first -class universities and the realization of the rule of law to realize higher education:

We realize that universities are the core institutions preserved, transmitted and innovated in modern society, and play an important role in individual development and national competitiveness. At present, the core issue is to build a first -class university, to improve the internal and external governance of the university, clarify the legal independent subject of the university, implement and use university autonomy, and build a higher education governance system with university legal persons as the core. The state must fulfill the functions of higher education management in accordance with the law, fulfill the functions of public university investors in accordance with the law, and build equal competition and environment for public universities and private universities for public universities and private universities.

Good governance is the guarantee of becoming a first -class university and one of the evaluation criteria for first -class universities. The university shall, in accordance with the regulations, the university's autonomy shall be subject to legal constraints, carry out institutional innovation that complies with the spiritual spirit, and realize the university's democratization, institutionalization and standardization. The government should encourage and support university reforms in accordance with the law to improve the university leadership system. The university should improve the mechanism of the principal's governance, professor of school, social participation, and coordinated development, establish the professional standards for the president of the university, establish and improve the channels and systems of university governance effects on university members (teachers, students, administrators) and society, and strengthen universities Internal top -level design and coordination mechanism; implement and standardize the autonomy of university departments, and establish and improve the grassroots governance system of the department.

The admissions examination is the entrance of the college selection talents, and the enrollment examination behavior of the university should be regulated in accordance with the law. While punishing fraud and fake behaviors according to law, cultivating educated educated integrity, establishing an educational integrity mechanism, and eliminating academic misconduct.

To build a first -class university, we should ensure that all power within the university must exercise carefully, and form a university culture of freedom, democracy, equality, diversity, tolerance, and rule of law. The university should actively and properly use market forces to defend the image of the university as the backbone of social progress and achieve university development.
